Dr. Slump was his first major manga before Dragon Ball, and he referenced it a lot in DB. You'll see Arale on posters in the background a lot, and Goku and General Blue of the Red Ribbon Army end up in Penguin Village at one point as a nice little anniversary thing. Arale also shows up DBS in some gag skits in between arcs and does gag character things, like beating SSJB Vegeta by splitting the planet in half by accident... twice.
Skater punk also looks familiar, but it could just be my being from the 90's and that being half of the 'cool' characters from cartoons of the time.
