I'm not sure why Koalie wished to be Fwench Fwy's poofy diaper? Maybe she wished for something else but Fwench Fwy misheard her or something?

Well anyway the damage is done and Koalie is now a diaper for a cute wish dragon, which she soon learns that Fwench Fwy shouldn't eat so much of mortals food.
