As other people have said, it probably wasn't a deliberate choice to excluded Finnick from the story. Tommy's voice was iconic and with him having left us in 2020 the writers decided to keep his appearances minimal instead of casting someone new, the few voice clips used in the movie are archival audio from his original sessions used with his family's blessing.

Yep. It sucks but VA tend to be tied to characters some time. This is one of them. Also why he wasn't in the Zootopia Plus series either. If we do see Finnick, he'll be around for cameos or non-speaking roles.
