The Dregsare a group of former colonists and independents found commonly in the outer orbits of systems who broke away from the Watchers for varying reasons (lack of support, taxation without actually being protected, tired of the Watcher's rules, etc.) and formed an organized government to stand up for themselves. With mass majority of politicians in these places during their revolution/independent declarations being loyal to the watchers, it was those who organized local defense militias and fleets who took power and remained in control due to the outer orbits being very dangerous places with the diminished influence of the beacons meaning more pitch monsters, pirates, etc. so Defense comes first. While you amenities are met and there are plenty of forms of leisure and freedom, especially compared to the Watchers, survival comes first. You are expected to lend a hand and contribute when the need arises and refusing to do so gets you in deep trouble.
