Disney handwavium, like how funerals aren't held at restaurants, or how poop-eating rabbits don't live with dung beetles. It takes a lot of work to turn wool into yarn, into rope, into noose. For that matter, she may as well tear her prison uniform into strips, and braid it into rope. Bellweather isn't a unalive risk, she's more likely to find a way to out of the prison by making a deal to jump out of a giant fake birthday cake and strip-teasing the party into submission and then leaving with the caterers.

She deserved much better writing. I can't really express it in a way that can make total sense like it does in my head but she deserved better than being a disappointing mid-2010s Disney twist villain. Also her scenes in Z2 made me depressed, I wanted to like them but I couldn't bring myself to it.

Much better... It was miserable seeing her reduced to a Hannibal reference. At that point, they would have been better off not having her in the movie at all. Like it wasn't bad enough her villain "twist" was more or less shoehorned in the first, now it's just "hey, remember this OTHER bad guy?". Couldn't spend that time showing she's trying to improve or anything actually interesting...
