Well, it looks like I was wrong about having two phones. I understand the necessity in your case (the compliance requirement); however, I, for one, don't even want one phone with me all the time. If it weren't for the fact that my phone has multiple alarms, I probably wouldn't have even the one. (I work outside and I'm not allowed to wear a watch, so I need the alarms to tell me when it's break and lunch time.)

Depending on their job, some people will have a second as a 'work phone', that only get calls related to their work. Other than that, some people might keep old phones but generally don't keep service on them.
