Maximus is Executive Director of the Board and the de facto ruler of Illumina as a whole. But he is also more specifically the Chairman representing the Department of Education, and as such, he has an obligation to use his influence to brighten the futures of everyone who chooses to enroll in the Great Academy. His designs are the reason Pokémon of all types have a place and an opportunity to learn, for he believes that Illumina will only shine and make peace with the rest of the world once more if its people are prepared for it. And preparedness requires learning.
