If I may - not all Eastern Warriors were honorable Samurai. While the disrespectful attitude towards "outsiders" (i.e. - non-easterners) is canon to the Edo period - being a time of national isolationism - the aggression points towards this Samurai actually being a Ronin; a disgraced/lordless former Samurai, now turned to wandering, mercenary work, or banditry.
Than again, that's just my interpretation off the top of my head, I'm not the artist, and have no idea what they may have been trying to convey. :P
