While I agree that they should have given Amy her Riders outfit (as well as the other females), I think the red spats are okay for a character like her. She is 12 years old, which makes her a minor.

When has that stopped the characters in-universe? Recent IDW comic pages show Rouge (18) flirting with Sonic (16, a MINOR! in many countries)...

Believe it or not in Japan they believed for a while 12 was the age of consent, saying a minor girl was ready to get intimate...

So yeah, also due to them being animal like creatures and fictional, that is not actually how old Amy really is, Amy is actually 46 hedgehog years old.
