I can see both men having valid points. On the one hand, Hirt is going to be constantly handicapped in his work by having to jump through hoops to get any forward momentum in this investigation. On the other hand, Tanner also has genuine concerns involving letting an outsider gain full access to the agency's workings, as it would be a genuine security risk.
Perhaps Silver could offer some kind of compromise?
