Basker was a high-ranking agent of the Covenant of Despair with the power to induce fear in his enemies, and even make them hallucinate their deepest fears. Later, when Infinite helped Eggman conquer the world, Basker was partially roboticized, specifically his eyes. This gave him laser-vision in addition to his other powers.
He's not supposed to have anything but that blue star on his chest. I also don't know where all the crazy hair was coming from on some of the pics, I didn't ask for that...
Well, I made just one drawing of him before, and I include it here so you can see how he's actually supposed to look...kinda. Actually, if I could make his eye whites red and adjust the star a bit, I might declare the first image here perfect.
