I'm incorporating more elements from the IDW comics and games, one such element is now Scylla's invasion of the main coast of Northamer. In my server, she dragged the Restoration's comparably miniscule naval down to the bottom of the ocean and now has made landfall on the shores of Sunset City!
(Note: She actually already sort of 'did' this in her older Archie lore, but the city wasn't named and it was filled with humans and not Mobians.)
This move however, falls under the Order's doctrine of their Operation: Autumn's Fall. Where now she is allowed to attack and engage prime world Mobians and not just humans of G.U.N.
This may turn into a story arch for her, stay tuned! ^^
