I know this is a very late reply buuuut: You obviously haven`t seen the right Anime then...the "desu"-spam wasn`t rare in older series. It was normally used by 1 or 2 Characters as a distinguishing/cutifying trait. Something like kids sometimes refer to themselves with their name. Evidently I got a cleaned up version.... but I do admit I'm wrong. I'm used to overuse of 'Nya' or such in anime, the 'desu' is only familiar with me with nuts that keep repeating it after every line when they're talking about the newest anime they found like 'Avatar the last airbender' or another anime inspired US or Canadian animation.
