They look similar, but no one thought they were related because they are never in the same room that much. Well... Sticks question Marine's existence a lot.
I wonder if Sticks was originally planned to be Marine, but then they changed their mind later in development. Unlikely, because there's no Blaze in Sonic Boom. More likely is,they didn't talk with Dimps and accidentally created a similar design. I mean, it works. The both are distinguishable enough.

Okay,first theory is wrong. Maybe 2nd? I mean, the Dimps and Sega games are a bit disconnected. Just compare Blaze's Story in 06 and Rush/Rush Adventure. Or maybe I'm totally wrong and I don't want to admit it ;)
