It's not inherently sexualized, especially when the being is a four-legged animal to begin with. However, credit where it is due, that is a legitimate fetish, I just don't feel that this particular piece is meant to fetishized, correct me if I'm wrong.

While I appreciate that you go through the thought-process of being different, that's not the way to go. Sexualizing something that might not be intended as such COULD be rather insulting.
Why not comment on the anatomy of the character? The colours used? The smaller details not so easy to see at first glance. These are the things that artists struggle over, and appreciate feedback on.
By the way, I love the angle on this. It can be plenty difficult for some to draw a face like that, but you nailed the slightly upwards glancing puppydog eyes look perfectly. A lot of artists struggle with the placement of wings as well, but those are where they should be. As for colours, I find them very soft and warm, something that adds to the whole cuteness of expression and pose. Although her leash looks to be a foot long at most, that's a minor detail. The whole picture I'd give 9/10 (And yes I know the uploader only coloured it, but my opinion still stands).
