The mice in the Forest are pretty friendly, they can often be a lot more sociable than larger animals like rabbits. When you're that small, you can't really afford to be scared of everything, it would just be too much, you'd spend all day terrified.
That's pawbably part of the reason why Swallow is often so drawn to them. Animals that will give him a friendly wave!?! That must mean they're bestest friends!!!
