Okay, seriously, this is GORGEOUS! Let me start with details from top to bottom:
First off, her face is beautiful! ❤️ I mean, it's Toriel, I think the fandom has quite uniformly decided she's an attractive woman. :-D But you certainly know how to depict that!
Her "bedroom eyes" are SO beautiful, and that lovely purple, especially in contrast to the color of her fur, are a wonderful sight to get lost in, and her makeup fits it lovingly. Her fluffy ears are lovely, for one because they look awesome soft and cute, but also they basically do the job that a big, complicated hairstyle usually does: it lovingly frames her face and makes it look even more impressive by directing attention.
Her bare shoulders are beautiful! So, wearing this kind of dress was certainly a good idea! Really, her shoulders look so soft and tender, being a beautiful curvy start into the equally tender arms of hers. The little added fluff is lovely and gives her shoulders an even softer look.
Moving down further, well, we can hardly ignore that cleavage of hers. It's, well...damn impressive. Lovely size, obviously, but also the overall look is just beautiful, it's kinda hard to pin down exactly. On one hand so much of it is bared, with such a big cleavage and amount of fur, but yet the size of her boobs still allows for the dress to cover so much more of them, and that's something the dress does beautifully!
The shape you have the curves of her boobs is really lovely! Big and heavy, but more importantly, the combination of the weight pulling them slightly outwards at the bottom while the dress pushes them together in the middle to that beautiful cleavage is a lovely combination and manages to give the boobs themselves a feeling of pleasant weight while, at the same time, making the dress covering them look so soft.
This is something that applies to the dress in general: The fact that you mix it color like you do, with a strong red in some strokes, but big parts of bright color close to her fur makes the whole dress look softer with a hint of a though of "this could look slightly transparent, even." It's absolutely beautiful, but I'll mention that in the end once more.
Going lower, what the flow of the dress already did lovingly on her boobs continues: Such soft, beautiful lines, such a pleasant flow, and the way that her raised right leg redirects the folds and flow to the side while the straight flow of the right, well, her left, side manages to just slightly emphasize her hips is really stunning.
The little details of her rings and the jewelry around her arms is beautiful, as well! More on this in a bit!
And about the pose: It's wonderful! Her inviting eyes combined with the pose that shows her leaning back in a relaxed mood, with her arms to the side so that her front is completely open, as if inviting one even more to step closer, it looks really relaxed and lovingly-open.
The background and the little fireflies, or maybe it's just her natural, magical glow, look so beautiful and add so much emotion to the romantic situation.
Now I have to mention your general brushwork: It's SO impressive! Her whole fur, and damn, that dress! Such big, soft, watercolor-like strokes, so many shapes of red and beige combined to create the shading and highlights and the soft, even powder-like way you drew the jewelry that is just barely visible but adds a small, beautiful shiny glow to it. This is a fucking masterpiece! If this wasn't a videogame character, I'd expect this to be a painting in a museum!
One's 1st look might fall on her ample bosom and make this look quite sexual. But after that, this is just such an emotional, romantic, beautiful (but also sexy) piece! You can feel the cold air of the starry night, the warmth of her fur, and the allure of her voice! It makes you really want to dance with her, stroke her cheeks and love her under the stars!
