This reminds me of a story I'd read a while ago, it wasn't a dragon but a type of ancient and powerful creature created by the gods that was sad they weren't created with the ability to have offspring, so one of the gods felt pity for them and created a special land where if any two beings with true love for each other spent the night sleeping near one another, babies sharing both parents bloodlines would be created regardless of gender.
It was a way in the story to explain the crazy amount of hybrids walking around, I'd like to think Hidoragon and Wyverness accidentally entered a place like that, now they have a bunch of cute kids to look after, the fact that it worked is god sanctioned proof that their love for each other is pure and true.
