1.- It is. Totally but, honestly when you have good pals working on it you stop caring about your base, you even can build more bases around and teleport to each one. So you can grab a Quivern (like in the draw) and go around the world flying and catching more pals or fighting big bosses.
2.- I think the nintendon't lawsuit was just for the people who keep barking about Palworld = Open world Pokemon GTA, so do not worry about it, Palworld even release a whole new update. Also, the lawsuit is for Japan Region, not the rest of the world.
summary: it's pretty fun, and you should at least test it.
