I really love this Dogman design, So I imagined a simple dynamic for this.

Dogman wants to be a better cop and he sprays himself with a spray that turns you into a very strong superhero, what Dogman doesn't know is that this spray also makes you too tough, intolerant to crime and this only happens at night. So at the moment he thinks it doesn't work and forgets about it. So during the day he is normal and at night he becomes The Dogman. It also seems that Dogman doesn't remember well what he did in that state when it's already daylight.
Weaknesses? They are still squirrels and balls. Thus his dog instinct returns and he stops being so serious.
