Artrage saves depth and paint wetness information so the texture is something built into the program. It mimics the 'impasto' technique where you can use the paint itself to sculpt a kind of relief to the image. I use it a lot. So it's a digital mimic of that technique.
Zbrush 4 also does this 2.5D thing, which I may demonstrate at another time how it looks. It's quite fun.
