Reaction time plays a massive part in combat and fights in general. Take it from someone who took the time to be trained in fighting with swords and martial arts, and I'm talking the big stuff not just katanas and karate but sword from everywhere and fighting styles meant more for MMA fights and other stuff.
I took fencing and judo at first and got into the bigger stuff as time went on. I learned how to fight but I never was super good at it because of how my body moves, with a weapon I'm okay and can compensate but in unarmed combat I found my body and brain have a slight disconnect that slows my reflexes and reaction time that prevents me from being able to properly go all out that way. With weapons I have a degree of range and a small but viable margin for error that I can correct with, in hand to hand that margin is gone and I can't compensate.

True, if hard-to-hand close combat was their only option, I'd wholeheartedly agree with that statement. Turns out Haxorus and bisharp are pretty evenly matched, stat wise (like only a 30-ish point difference in speed, Haxorus hit harder, and Bisharps are a bit more tanky)
But that falls to the wayside when it's been demonstrated that Haxorus have super brains with a crapton of combat experience, and they'd just figure it out
