Yes, it's Optimus Prime from Transformers cosplaying Santa Claus.
The noble leader of the Autobots has been watching all those Christmas movies and TV specials made by the people of Earth, and is somehow intrigued by the conceptual character's spirit of giving and caring toward others. Besides, he's already sporting red, so he figured he might as well get into the character. And there's really no need for a bag since he's already got a trailer to hold all the presents.
