Pepper & Minnie are twin daughters of Lucky and Whisk. Pepper is the more serious and responsible sister, who in one timeline had to carry on the fight against a tyrannical GUN after Minnie's death.
My own pic included for reference/comparison... I just used Whisk as a base for all her relatives ^^;
