Prometheus isn't infertile. Intelligence isn't associated with ability to conceive children for Haxorus. The story doesn't say new neurons can't form. It says the Gothitelle is giving him power to create new neurons (which isn't available in great quantities for adult creatures compared to children. It's a boost). Not THE power to create new neurons (which would imply he can't create new neurons).
