I think you mean the lower jaw is not "directly" attached. Not fully attached makes no sense as that would mean it can not exert any force. A snake's lower jaw is fully attached to the skull, the difference is that instead of attaching directly there is a spacer bone. The shape of his jaw even has this with the spur of that bone visible.
