Basker was a high-ranking agent of the Covenant of Despair with the power to induce fear in his enemies, and even make them hallucinate their deepest fears. Later, when Infinite helped Eggman conquer the world, Basker was partially roboticized, specifically his eyes. This gave him laser-vision in addition to his other powers.
So, yeah, the Ai fucked up his eyes every time. They're supposed to either glow a demonic red or be robotic... His BODY is not supposed to be robotic...
Well, I made just one drawing of him before, and I include it here so you can see how he's actually supposed to look...kinda.
