Presiding over the Department of Welfare, Akiva the Gardevoir has an eye on some of the most vital aspects of Augustan life: healthcare, fire departments, even parts of transportation and logistics outside of those under Chairman Kane's purview.
Her benevolence, though genuine, belies the fact that it extends only to Pokémon as beings loved and chosen by Arceus, the Alpha. Fittingly, her demeanor as a whole is always either sugary or ice cold, even with her fellow citizens. The honest and hard-working earn her sweet side, the foolish and lazy find her most stern and unforgiving. That is what she believes kindness to be.
