Fred was Gemini's magic teacher, and eventually was revealed to be her father as well. He was forced to train her in the future by the Zodiac Council, which intended to make use of both of his daughters for their own ends. He obeyed the council to protect his daughters from the wrath of Ophiuchus, the council's villainous leader.
He was killed while assisting Copter & Gemini during the events of Doomsday. GeneXXX takes place in a separate universe that was implanted with the memories of the main universe, so Fred is confused to be alive.
