Technically, this reduces his work speed by 30% but if we're going to compare him with his pichu counterpart, it doesn't seem to matter. He never works!
In the Palverse, he is mostly a wild pal and is a lot like his pichu self who manages to sneak away with food from trainers (especially pizza) and is known to evade the likes of the baddies from Rayne Syndicate and befriends several pals who don't mind his ways. He is still cheeky.
