My best guess is that this is pure fiction. It’s an awesome concept for a comic series, but knowing what little I know about Dr. Starline, I think he wouldn’t want to follow the same paths that led to defeat. Starline created Surge and Kit in the exact opposite way Robotnik created his own robotic minions, because in his mind, following Robotnik’s example would just lead to more failures. If this takes place after Sonic Forces, then Dr Starline would already know that the phantom Ruby is massively powerful, but not powerful enough to stop Sonic.
