A lot of things were handled in really poor taste in that game. On top of what they did to Penelope- oversexualizing/ damseling Carmelita, making jokes about Murray's queerness, Sly's *Arabian* ancestor being an Indian stereotype...
And because it was poorly made, it didn't perform well. Because it didn't perform well, the next game is stuck in development/ IP rights hell. So now we'll probably never get a resolution of the story or a redemption arc for Penelope.

This is my reaction too. As far as I'm concerned, Honor Among Thieves was the TRUE end of Sly Cooper. Everyone got a happily ever after from Sly getting the girl to Bently and Penelope together, and Murphy becoming a spiritual master. Thieves in Time is nothing short of bad fan fiction, and Penelope being a villain is nothing short of insulting.
