No, you're not hallucinating. I decided to go back to Penelope's character design yet again and gave her an extensive refresh. That's pretty much it for me, since my intention was to make her more Loud House-styled, even though she's not even from The Loud House at all.
Update as of 07/21/2024: — Increased the size of Penelope's legs by a few pixels and incorporated both her old and new shoe designs and combined them into one image.
Update as of 10/22/2024: — I swapped out the mouth with a better one for Penelope.
