Okay, this bit I do remember.
The costume idea was for a summoner mage version of Paige.
The sleeves are long enough to come down past his hands, to keep them out of view, or can be tied up to allow him to use his hands more easily.
The manacle is an symbol of his contract with his familiar - it has a single chain link on it.
When he summons his familiar, it connects that link to a similar collar the familiar wears with a "magic chain" kind of deal.
