If Basa considers this a "dirty" town, his standards are stupidly high. Still, so far we've only seen the sections of the city that are intended to be seen by visitors and merchants, which would be where you want to project the best impression.
One thing I'm wondering is why Zaphira isn't getting more notice from the general populace. She's not exactly a low-key personage (Oh, inadvertent pun!), and a cowled cloak doesn't do that much of a covering when she is walking with the front open.

More likely if this is an analogue to real-world culture and time period, you *might* have a few paintings floating around shared around the gentry and coinage with her face that is usually hilariously low quality.
