I was lucky enough to spend 26 months in Japan back in the late 1970s. I didn't learn a lot of Japanese but what I learned I still remember. One thing I definitely learned is that all Japanese people speak a little English (It's a requirement to graduate from high school.) but, they're afraid of mispronouncing it so you need to know a little Japanese to get them to be willing to use what they know. The best thing to do is learn a little Japanese and, when you approach a Japanese person, use it. This will show them that you're a foreigner (gaijin) but you respect them enough to learn their language. That will make them more open to speaking English to you.
