Good question :3 in this form or other ones, everyone can see them, UNLESS they "hide" their presence, you can notice that if they look a little "transparent" as in this page: https://inkbunny.net/s/1007059
There you can see through Shadow, the only one who can see them when they're hiding from mortals is Sonic :3 (I will explane this is Part 3)
Mephiles knew something was wrong since the beginning that's why he didn't bother in hiding himself, same with Shadow.
