I needed to research this one a bit. From what I found, it's not a good idea at all. First because the sea currents, that can get stronger during bad weather, enough to drag someone to high seas. Also, (I really didn't think about this) some places can have problems with waste getting to the sea through drain pipes, and people who have contact with contaminated water may potentially get very sick. From what I did read, those places usually recommend wait around 2~3 days after a rain to get into the sea.
