They're better known as a Scottish instrument but the Irish had/have bagpipes also.

Possibly, but Wolf's outfit is green and his tam is solid green instead of being plaid.  (Green is the national color of Ireland but I'm sure you already know that.)  That said, the Scots and the Irish share a lot of history and clothing styles.
