I honestly don't know. It was at least 10 years ago and I just happen to catch an episode in passing. He was in his briefs for some reason, and at certain angles they gave him a bulge. In stead of briefs fitting onto a cartoon body like we see on most characters, he was anatomically correct.

The episode was called "Arthur's Underwear" and funny enough had a book too! Arthur laughed at Binky for ripping his pants, which caused him to start having nightmares about his underwear being exposed. Mostly at school in front of his friends.

"Arthur's Underwear" and a very short moment in "Frankenstein Monster" were the only instances in the series where Arthur was seen wearing briefs. I think there are some more moments but they involve boxers.
