This is Saffi, one of the gal pals of the evil Helloise, of Disney XD's Jimmy Two-Shoes not having a good day. She has been captured and tied in a burqa.
Saffi is a recurring character and Beezy's occasional girlfriend who first appeared in Jimmy MatchMaker where she became Beezy's girlfriend after Jimmy found her in the trash and set her up with Beezy to go on a date with him to his dad's statue unveiling.
Saffi is a strange and highly unstable young woman who spends her time rambling and acting like a lunatic while yelling nonsense or causing mayhem, even spending her time crawling around in trash cans and collecting garbage, which her home is also littered with. She also has an intense and unexplained hatred of statues, and will destroy any that she sees.
In Catalogue of Misery, she orders a TV, but is disgusted to see that all of the channels feature Samy dancing. After Jimmy fills the TV with water, she gleefully jumps in to swim inside it.
