This is Criminal Zoos aquarium where they house the underwater inmates as a part of the educational tour.
Some of the creatures kept here have terrorized many underwater cities throughout the new world and have been relocated for the safety of the general public. They live out their days putting on a show for tour groups and doing community service under the watchful eye of the Criminal Zoo staff to help make up for their mistakes and work to make the world a better place. They do Everything from helping maintain struggling reefs to aiding in the building of underwater infostructure.
