glad to help, I'm actually really proud of how I came up with that idea. I was literally just rummaging around a local discount store looking at things I could use to make the skirts and had an epiphany when I saw the tape in the housewares section.

it's just discount store electrical tape, no particular brand, but it says "Vongle PVC Electrical Tape." It's basically rubber with a sticky side, it can be painted and as you can see from my video it's simple enough to work with.
