I think the "logic" is supposed to be that you damaged these items too much in combat which is why they do not drop. It still makes no since at all but that is the closest thing I can think of at least

I’ve taken 13 4 person on the same relic to try and get an Octavia piece, on the 13th run 3 people got the piece. Which brings probability back towards the expected value, but is also useless since you can only choose one reward. It is the most accurate description of my luck. Everything is rarer than it should be until I don’t need it anymore.
