Yeah in my writing's setting that's exactly it. Non-sentient animals are viewed as we do primates. There are furs (anthropomorphic animals), ferals (sentient animals that may are may not be slightly larger than normal animals, and are capable of speech or at least able to communicate their intelligence in some way), and regular everyday animals.
