Awww this is just adorable! Though I would add 2 small things to the diaper suit if I could.
First off I would have it so that her diaper suit lifts her feet a bit. This would make it look like her feet are digitgrade like a real Riolu. This would not only allow her to better be in character as it more closely mimics the pokemon she is dressed as. But also would cause her to wave her thickly diapered butt more.
The second thing is I would add a pokeball themed collar around her neck. Either one of her masters choice, or based off the one that the Lucario was original caught in. Though I would make the collar nice and big. Kinda like an inflated collar.
But either way even without those she is so cute. But somehow I doubt she can feel that crop with how thick her diaper is. Perhaps a paddle would work better... Or at least provide a more fun sound when it is used.
