----- The United Planet-States Republic was founded by a race of Avali artificially introduced into a boreal world from far away as an experiment by a precursor known as the Irassi. When the Irassi fell, their technology to travel the webway was lost and the galaxy isolated. During their civilizational ascension, the Avali experienced 3 world wars that resulted in the hegemony of a semi-particularist social nation. It was militaristic, taking lessons from its 3 world wars to develop a hardy military culture and strong multi-domain marginal cost doctrine. They were ecocentrist, seeking to protect their natural environment and restore it following the small-scale nuclear exchanges during their third world war. As they moved on to space, they maintained a system of dronification for those deemed incompatible with the modern world (typically by themselves, but not always), a system similar to a world they would never know, Great Mother. Economies and political systems are primarily independent at a planetary level but with several overarching systems overseen by the Commissariat above them.
Nali Softvoice - Commissary-General The head of state of the star nation, the Commissary-General oversees the council and the military government of the republic. All major decisions and projects are planned and ordered by the Commissary-General but there is one thing the Commissary-General's office runs on its own; espionage and state security. Through the envoys and diplo-intelligence apparatus, the Commissary-General potentially sits at the helm of the galaxy's political power for moments of time depending on how aggressive its operations are at the time. Nali Softvoice started her career in the military, eventually joining the special forces and conducting numerous black operations including coups and assassinations. Her career would advance until she was promoted to general and the outbreak of the third global conflict arose. She demonstrated considerable skill in her command during the war and earned a promotion to field marshal of the armed forces. Her prioritization of special forces and surgical strikes allowed her to severely damage her nation's enemys' nuclear capability and limited the inevitable nuclear exchange's damage, winning her global prestige. The war resulted in the sphere of her nation becoming hegemonous and she was elected to lead the world as its global secretary following unification. Those skills and doctrines followed her to the galactic stage where special forces operations, black ops, espionage, and political craft are able to benefit the UPSR in ineffable ways. Riza Starfire - Head of research The head of research coordinates the massive scale research projects and oversees deployment, distribution, and protection of technologies within' the star nation. Developing, regulating, and deploying technologies such as energy grids, AI, nanotechnology, etc. Riza Starfire was a physics researcher specializing in particles. Riza's numerous theories on particle technology paved the way for early solar exploration and asteroid mining and Riza would eventually be the one to theorize and discover the hyperlanes that led to FTL travel. Naturally, this led Riza to be appointed as head of research for the Republic. A maniacal genius, Riza has shown a disregard for the 'regulation' duty of her position and rapidly rolled out jarring technologies such as cybernetics and synths. However, thanks to the efforts of the other councilors and the many policy safeguards the social ramifications of these changes were mostly mitigated (though not entirely, they all had consequences). Kasani Mechtail - Minister of Defense The most straightforward position of the council, the Minister of Defense is the head of the armed forced and defense planning. The needs of a massive star nation and galactic power are great and eventually the position was split in two. Currently, the position handles war/defense planning and command of the armed forces. While the MoD does not have direct control over the planetary guard or anti piracy--planetary and sector governors do respectively, the MoD does have a level of oversight and a say in its planning. Kasani Mechtail was the admiral of the 2nd Starbound Tribe, a fleet that preexisted the council when the Republic was still considered to be planet-based. The early expansion and expedition into the unknown brought with it numerous dangers including long-standing and hostile neighbors that were far more technologically advanced than the Republic itself. Through skillful initiative, Admiral Mechtail protected their borders and allowed the star nation to expand and claim star systems unimpeded. Establishing some of the first bastion starbases and conducting exploration missions outside of the star nation's borders. Kasani also directed the first wartime efforts and established an effective spaceborne hit-and-run doctrine that concentrated attacks and pulled out to regroup. Kasani also organized the first planetary invasion of an atomic-era primitive world that was bound for nuclear destruction, subduing and possibly saving it (assuming it wouldn't go the same way it did back home) Nezi Softplume - SQRK The use of drones in the Republic is a stark contrast to most similar free nations. It exists as a cultural phenomenon only possible due to the influences of a (to them) unknown far away culture that is selective in who becomes a drone or not. The SQRK's duties are in drone processing, distribution, policy, development, and management. A crucial source of the most gruelling labor and entertainment duties, drones play an important role in this society. Additionally, the SQRK manages the administration and industrial side of robotics and functions as the keystone between research and health+welfare's cybernetics efforts. Nezi Softplume worked at several different leadership positions underneath Riza Starfire and the research cooperative. Starting as head of materials research, Nezi was moved onto the robotics project once robotics became its own department. Despite being moved to robotics, Nezi's responsibilities encompassed the development and management of latex-based technologies such as drones and was routinely called on to act on responsibilities outside of his department involving drones and their application to the galaxy's many species. The need to develop new hypnosis, management, control, and dronification methods for every new species caused Nezi's department to bloat. The development and production of early androids known as the Variatus and cybernetics and Riza's ambitions for these technologies continued to put extraordinary pressure on Nezi. Eventually, Nezi was granted a council position as the SQRK which had a combination of management and development responsibilities. The core technologies and collaboration would still exist within' the research department, but the position of SQRK and an entirely new ministry with its own board of executives would take a lot of pressure off of Nezi. Ai'zuka Brightfeather - Minister of Health and Welfare While health and welfare are primarily planetary-level concerns both in the Republic and abroad, many planets began to experience growing pains and vastly different needs. To attend to the vastly different needs and economic situations of different planets, the Ministry of Health and Welfare was established to safeguard and provide reimbursements to planets experiencing severe economic problems and tackle situations caused by civil administrators' incompetence. Planetary social development programs are established to ensure the development index and living standards of everyone within' the Republic are kept high. Disaster response, disease control, cybernetics rollouts and regulation, gene therapy, poverty prevention and relief, education programs, anticorruption, and many other duties fall under the MoHW. Ai'Zuka Brightfeather was a planetary governor of a colonized precursor Archaeopolis. Although filled with scavengable riches, the Archaeopolis was in severe disrepair and refurbishing it is out of the question with the republic's comparatively meagre resources and technology compared to the ancient Irassi who once built this planet-wide ecumenopolis. Crime, slums, lawless settlements, ancient diseases, poverty. It was impossible to manage the many sprawling settlers who constantly came to the world. It also did not help that it was often seen as prime real estate to move in the many many refugees seeking asylum in the Republic. When Ai'Zuka was elected, this started to change. His administration saw the unique situation the world was in and adapted to it. Law Marshalls were established to bring raiders and lawless settlements to heel. The marrows of transit systems on the planet were hollowed out and replaced with inferior, albeit maintainable and controllable Avali technology. Programs were established to rehabilitate the slums and adapt to the planet rather than try and make it work the way it once did. This drew the attention of Nali who offered Ai'Zuka a new position on the council as the Minister of Health and Welfare. There are many worlds with many situations and they all face their own unique problems. Ai'Zuka's ability to adapt would tackle inequality between the many worlds in the Republic and solve their unique situations. This came with other responsibilities later on such as the rolling out of cybernetics and mitigating their profound social impacts. Runo Softvoice - Military Theorist The military theorist is responsible for the development and fabrication of military technologies works with executives in the departments of both research and defense. There are numerous threats that each require their own solutions as well as general military development altogether. Managing the multitude of military industrial complexes, primarily public, some private, is a difficult endeavor. Additionally, the introduction of protectorates and vassals of the Republic such as Dussegor manufacturing introduces more unique defense situations and industrial concerns. The military theorist keeps all of it running smoothly and develops the future of warfare. Runo Softvoice was a commander of the UPSR ground forces. A veteran of countless space campaigns, Runo's knack for improvisation and initiative in coordination with planetary governors led him to be granted numerous unofficial powers by Kasani including the semi-formalization of Kasani's army equipment acquisitions responsibilities. Runo's initiative was given free reign by the other council members as Runo established the space ranger corps to fight piracy, helped planetary governors establish their own defensive planetary guard units, and even was instrumental in dealing with primitive worlds. Following several incidents such as the expedition into the extradimensional rifts, several newly formed colonies coming under unforseen attacks, and the Earth post-invasion crisis, Runo was promoted to the council and now acts as the military theorist of the UPSR.
