depending on the text, it's german. Dutch and german can be similar, but i doubt that every word here is exactly the same. So currently I would say it's german. But the .ch at the end of the link is the swiss ending. So I would say that he acutaly originates from the swiss.

He's definitely from Switzerland, I remember seeing the PSAs on TV. But since he's speaking Swiss-German, you might as well assume he's speaking dutch. Or Klingon. That aside, he definitely needs more artwork!

After some investigation, yes, he is Max der Dachs (Max the Badger), and he is the mascot for a Swiss PSA on road safety for children called Mach's Wie Max (Do it Like Max).
Most definitely a badger worthy of endorsement.
