It's true that not every depiction of a character naked or in their underwear is intended to be sexual, but DA is very touchy about making those kinds of pictures for characters who are canonically underage, and it so happens that Fillia and Iris' respective canon ages are 16 and 12.

DA's content policies can be inconsistently enforced at times, and I myself have seen some of my work reported frivolously, but I think the issue with these are less Fillia and Iris having their panties exposed and more because they are respectively 16 and 12.
