Lots of reasons this could be... like they could not see you as a potential romantic partner (and many reasons for that, not wanting to "harm" the friendship, not their preferred "body", or they're already taken, for example) , they don't think they have a shot so dismissed the idea that you could be flirting with them (I'm one of those) , or they could just be oblivious and not take the hint... men (like myself) are notorious for not being able to tell when a girl is flirting with them because it's such a foreign concept to us... we're so starved for attention that we ride a single compliment for weeks, if not months, and don't want to be seen as creepy or pushy when he try to flirt back... but almost all of this is just my speculation.
